Draft for review. Contract identifiers, dates, category titles, set-aside language, surcharge, and ordering instructions must be verified against the signed contracts and current NASA SEWP guidance before this document is used for acquisition purposes.

3. How to obtain a quote

Provide a description of the requirement, expected timeline, applicable SOW/PWS, and any other relevant acquisition material to one of the contacts below.

4. General ordering process

  1. The end user defines the requirement and prepares supporting documentation.
  2. The requirement and funding information are sent to the agency's procurement office.
  3. The procurement office provides fair opportunity and requests quotes as applicable.
  4. The agency evaluates responses and makes an order-level selection.
  5. The ordering agency's contracting office issues the delivery order.
  6. Modifications are handled by the issuing office and routed under current SEWP procedures.

The NASA SEWP PMO facilitates use of the contract vehicle but does not issue an agency's delivery order.

5. Fair Opportunity

Atala participates in order-level Fair Opportunity processes as appropriate under FAR 16.505(b), including applicable SEWP request and quoting tools. Unless partial responses are expressly permitted, Atala must respond to all requirements or submit a No Bid when a complete response is not possible.

6. Support and problem resolution

Technical and software support for an active order should first be directed to the task-specific Atala Program Manager identified in that order. Unresolved matters may be escalated to Atala's SEWP VI Program Manager or Deputy Program Manager.

For a problematic order, provide the order number, agency, affected deliverable or milestone, issue description, requested resolution, and contact details. The draft content commits Atala to acknowledgement within seven business days; this service level requires final approval.

7. Administrative handling fee

The draft lists a SEWP administrative handling fee of 0.34%. The current rate must be confirmed from the NASA SEWP PMO before publication or use.
